"Draft" Minutes of NWOA Executive Committee meeting
at Boot and Shoe, A6 south of Lancaster (01524 63011) 6.30 p.m. September 6th 2011
Present: Bob Roach (Chairman), Steve Round (Treasurer), Sue Birkinshaw (Hon Sec), Mike Atherton, Steve Buckley.

Agreed to be a correct record. The webmaster will be asked to put them on the NW website - Constitutional changes
Angela Whitworth has made suggestions for an updated constitution which will be brought to theAGM. Changes to notice periods (e.g. Agenda to be sent out 21 days before meetings) were considered but thought to be unnecessary.[N.B 75% assent required to change the constitution – see 10.3 - BOC 2012
A report was received from Lynne Thomas, together with possible budgets. The key variants are the expected number of competitorsand the fees to be charged. It was agreed that more work should be done on transport possibilities (e.g. full cars) to increase thenumber of competitors who can be accommodated. Agreed that £20 should be the maximum for the standard adult entry fee –preferably lower with a very high surcharge for late entry.Bob Roach to give feedback to Lynne on this and other matters arising from her report.Lynne will attend the CDM in October to update and involve all the clubs in the event planning. - Other major events
JIRC 2011 The event went very well both organisationally and competitively (NWOA won). The team has been congratulated.BSOC 2012 Preparations well in hand.Northern Champs 2012. No problems identified.Plans to hold the British Trail O Championships 2012, BTOC, in conjunction with the Northern Champs have met with problems(YMCA Lakeside suggested an exorbitant donation to use their, very suitable, land). John Kewley is considering other possibilities. - Lakes 5 2014
A few clubs have responded to the request to provide more detailed information on proposed areas - responses due in by September30th. It is hoped that a firm proposal on areas can be made to the CDM. - NW O League
Dick Towler reported on the Working Party’s discussions on the NWOL. It was agreed that the report could be put to the CDMwithout change. It was felt that the League could have great value, but only if a “champion” could be found to drive it forward(publicity, promotion, speedy results) - Finance
SR is preparing the end-of-year accounts. Levy income is down on budget, and some expenses are up, neither to a significant extent.SR has asked Roger Jackson for information on the costs/advantages of a NW Fixture List, for SR to present to the CDM. It isrecognized that it is the only direct link between the “Region” and the members of NW clubs.SR has received a request to advertise on the NW website. This would require a policy decision. - Marketing, Publicity and other potential projects
- A course on Media Relationships (press publicity) with Richard Catlow PFO will be held on September 24th at Caton. BR has sent areminder to all clubs.
- A special CDM will be held on November 19th at Caton. Svend Elkjaer of Sports Marketing Network will attend the morningsession, and the afternoon will be available for other discussions.
- The Lancaster University Management School student working on our marketing project has produced a draft report which is beingused as the basis for further work by Jane Mockford and SR. Jane's input has been very valuable and she was thanked for her work onthe project.
- BOF Development Committee
Clubs are asked to consider whether Hamish, or another provider, could help them with a development project. An application for50% funding could be made to the BOF Development Committee.Steve Vernon and Hamish Willis have set up Community-O evening sessions at 4 venues around Manchester. The appropriate clubswill monitor their progress. - BOF Committee Structure Review (previously incorrectly called Governance Review)
A conference will be held in Sheffield on October 15th where the Review, together with other BOF topics (Whole Sport Plan from2013, Membership and levy structure) will be open for discussion. MA and SR will represent the views of NWOA Exec Committee atthe conference. - Coaching
A programme of 5 UKCC courses a year for the North West for 2011 to 2013 has been arranged by BOF. Potential coaches will bookvia the BOF website. The suitability of frequency, venues and timing will be monitored by Coaching Committee. - AGM and CDM, October 22nd
John Woodall will be invited to talk about our links with the BOF Board.Supporting papers for proposals and discussion topics will be sent out to the clubs by October 1st. - Website
The webmaster to be invited to the next Exec Meeting - Items to be carried forward.
- Shortage of Controllers
- Safety of lone mappers and planners.
- Measuring the success of courses and projects.
- Concern about smaller clubs.
Next Exec Meeting will be held on November 28th 6.30 at the Boot and Shoe.
